OPII has identified 22 strategic priorities and transformative infrastructure projects to be implemented in the short-term (one year), medium term (1-2 years) and longer term (3-5 years). These projects are clustered into four special purpose vehicles (SPVs) which are anchored on major projects, to enhance their bankability.
SPV1 – The Lungi Bridge
Construction of the 7.6 km 6-lane Lungi Bridge connecting Freetown to Lungi.
New Airport Terminal at Lungi.
Construction of the Freetown Coastal Road from Cline Town to Aberdeen.
Construction of mixed use waterfront development at Government Wharf.
Establishment of a free-trade zone at Lungi, transshipment industries and industrial zone to support the bridge construction.
Construction of a new city and tourist hub at Lungi.
Construction of a new Freetown City.
SPV2 – New Niti Port Project
Construction of a new international seaport at Niti/Bonthe (anchored around minimal resources and agricultural industrialisation, produce and goods movements and transport logistics) to serve the South and East of the country.
The development of Bikongor 3 hydro site (Sewa river) – to construct a dam on the Bikongor site to supply 85+ Megawatts and the construction of a transmission line from the diamond mining area of Kono. This will link up with the West African Power Pool Transmission Line that will go through the site.
Major agriculture processing and industrial development clusters in Bo and the South and Eastern Provinces.
Development of Bonthe Island as a major tourist destination including the necessary infrastructure.
Rehabilitation of the airport and road network.
Development of an industrial free zone around the new Niti/Bonthe Seaport.
SPV3 – Major Real Estate Development
Construction of a new State House and a new Convention Centre. OPII has identified a possible site and is currently working the Ministry of Lands to survey the site for acquisition.
Construction of new Government Office Towers at the existing New England Ville location.
Working in collaboration with the Ministry of Internal Affairs and the Ministry of Public Works and State Assets, to construct a new Freetown Shopping Mall and Office Towers at the existing Public Works Department Compound, behind Pademba Road Prison.
Construction of low-and-middle-income houses for civil servants in Freetown, Bo and Kenema.
